California Governor’s Office of Emergency Services (OES)- Safety Assessment Program

We are providing this resource as an example of what other municipalities and entities might use following an earthquake or other disaster affecting the built environment. 

California’s Safety Assessment Program (SAP) utilizes volunteers and mutual aid resources to provide professional engineers, architects, and certified building inspectors to assist local governments in safety evaluation of their built environment in the aftermath of a disaster.

The certification process trains professionals to evaluate and document building safety.  Once the training is complete (a weekend course), the professionals may be utilized to go into the affected regions and assess building safety using the applicable forms and checklists (some of which are identified here but can also be accessed through the OES Website.

This program is managed by Cal OES, in cooperation with professional organizations. Cal OES Recovery SAP issues registration ID cards to all SAP Evaluators that have successfully completed the program requirements. When a disaster occurs, the SAP evaluators can expect to receive mass notifications via email or text message from the CalSAFE number: +1 (866) 436-1056. These messages will be sent during California disasters, SAP exercises, or other relevant events. Additionally, if local emergency agencies outside of California request it, the SAP Evaluators may receive text notifications.
